Artykuł prezentuje założenia i wyniki pierwszej fazy projektu badawczo-wdrożeniowego „MUZEOMETR”, którego celem jest stworzenie zintegrowanego systemu oceny efektywności muzeów oraz instytucji kultury działających w obszarze polityki pamięci. System ten ma umożliwiać obiektywną, transparentną i mierzalną ocenę działalności instytucji, powiązaną bezpośrednio z algorytmem określającym wysokość finansowania. Model opiera się na katalogu mierników i trzystopniowym algorytmie (kosztowym, eksperckim i sprawozdawczym), zasilanym danymi pozyskanymi m.in. z ankiety ilościowo-jakościowej oraz konsultacji z grupą pilotażową i środowiskiem eksperckim. „MUZEOMETR” wnosi nową jakość do zarządzania instytucjami kultury, pełniąc funkcję narzędzia diagnostycznego i analitycznego, sprzyjającego racjonalizacji decyzji zarządczych, tworzy warunki do systematycznego podnoszenia efektywności organizacyjnej oraz – dzięki standaryzacji raportowania – zmniejsza obciążenia administracyjne, a zwiększa przejrzystość finansowania i ułatwia instytucjom dialog z organizatorami oraz pozyskiwanie środków zewnętrznych.
Abstract EN
The article presents the assumptions and results of the first phase of the “MUZEOMETR” research and implementation project, which aims to develop an integrated system for evaluating the performance of museums and cultural institutions operating within the field of remembrance policy. The system is designed to enable objective, transparent, and measurable assessment of institutional performance, directly linked to an algorithm determining the level of public funding. The model is based on a catalog of indicators and a three-tiered algorithm (cost-based, expert-based, and reporting-based), powered by data collected through a quantitative-qualitative survey, consultations with a pilot group, and expert input. “MUZEOMETR” introduces a new quality in cultural institution management by serving as a diagnostic and analytical tool that supports rational decision-making, fosters systematic improvement in organizational efficiency,
and – through standardized reporting – reduces administrative burdens, increases transparency in funding, and facilitates institutional dialogue with governing bodies and the acquisition of external resources.
