tpliwoĆci co do jej zakresu i sposobu realizacji, zasad klasyfikowania kotĂłw i zarzÄ
dzania ich populacjÄ
. Wnioski ujawniajÄ

Abstract EN
The aim of this article is to analyse the responsibilities of Polish municipalities in caring for cats (Felis catus), which currently represent the second most commonly kept domestic animal in Poland, and the most numerous group among homeless animals. Under the provisions of the Animal Protection Act of 21 August 1997, municipalities are entrusted with the care of both stray and free-living cats. However, as highlighted in the Supreme Audit Office report (No. 103/2024/P/24/093/LZG) published in December 2024, this responsibility is frequently not properly fulfilled. Numerous legal and practical concerns persist regarding the scope and implementation of this duty, including the classification of cats and the management of their populations. The findings reveal significant deficiencies, indicating that the care provided does not ensure humane treatment of these animals. The article outlines key problems and formulates conclusions that may serve as a basis for further research in the field of cat protection, as well as for developing de lege ferenda proposals to improve the relevant legal framework.
