Does the growing practice of appealing to emotions and opinions, rather than evidence, affect evaluation in democratic political and institutional settings? This collection of essays addresses this question with the intensity that only writing a book permits. The book has evolved in keeping with the turmoil of our times: over the past three years, we have observed how destructive post-truth can be for the decision-making of democratic countries. We began in 2019 with the realization that populism—with Brexit and the election of Donald Trump in the West as examples—has contributed to a post-truth world with a looming crisis of trust in science and a diminished role of expertise in political arenas. In 2020, as the Covid pandemic spread out, that realization has reinforced our conviction that a post-truth world exposes evaluators’ work to additional resistance and antagonism when designing and implementing policies. Finally, the Russian aggression in Ukraine in 2022 has further exacerbated the national and global public policy landscape. In current geopolitics, the mechanisms of post-truth, especially through disinformation, can be weaponized into propaganda and lies, and used by malicious dictatorships in an open war against democratic global order (Rid, 2020).
