dc.abstract.enThe opinion emphasises that the Standing Orders of the Sejm do not explicitly refer to the participation of persons under the age of 18 (children, minors) in the sittings of committees of the Sejm. Many of the factors analysed suggest that this issue should be regulated in an unambiguous manner. It can therefore be proposed that appropriate provisions on the participation of children in committee sittings, modelled, for example, on the provisions governing their participation in court or administrative proceedings, be introduced into the Standing Orders of the Sejm. Until then, the active participation of children in the work of committees of the Sejm should be excluded on the grounds of the potential risk of harm to their welfare.
dc.abstract.plW opinii podkreślono, że regulamin Sejmu nie odnosi się wprost do udziału osób poniżej 18. roku życia (dzieci, małoletnich) w posiedzeniach komisji sejmowych. Wiele analizowanych czynników przemawia za tym, aby kwestię tę uregulować w sposób jednoznaczny. Można zatem postulować wprowadzenie do regulaminu Sejmu odpowiednich przepisów dotyczących udziału dzieci w posiedzeniach komisji, wzorowanych np. na przepisach regulujących ich udział w postępowaniach sądowych albo administracyjnych. Do tego czasu trzeba opowiedzieć się za wykluczeniem czynnego udziału dzieci w pracach komisji sejmowych z uwagi na potencjalną możliwość naruszenia ich dobra.
